Even assuming they're the right people to ask, there's no guarantee any one guard would know what what you need, especially if it happened under the table. How would you be able to help him from a jail cell?

If you have reason to think they might be behind this, then you would need to know what might actually be happening. Finding out where they spend time together and talk freely might be a good start. There are countless bars all over the city that might make for good places to listen to post shift chatter.
